expenses would be for conveying these immigrants to
Reunion, but I leam from a very reliable source
that these expenses would amount to some four or
five hundred francs per head (adults).
Nothing is known as to the duration of engage-
ments, the repatriation and the salaries; it is
understood however that the latter will not run to
more than thirty francs monthly.
The general impression here is that nothing
will come out of these
arrangements as it will be
materially impossible for planters to engage men on
such onerous terms.
Your Lordship will notice from the inclosed
clippings of local newspapers that after he had
done at Saigon, Monsieur Beauchamp left for Hong
Kong where he entered into an agreement with a large
European firm for the recruitment of as many China-
men as the Colony would annually require.
These
Chinamen would be placed under the direct supervision
of the Immigration Department.
